libcerf-dev software package provides Complex error function library - development files, you can install in your Debian 8 (Jessie) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libcerf-dev
libcerf-dev is installed in your system.
Make ensure the libcerf-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libcerf-dev *
You will get with libcerf-dev package name, version, architecture and description in a table
